Programme Lead (HAF & Warm Welcome Programmes): Community Action Derby

Salary: £33,000 - £36,000

Hours: 35 hours per week

Purpose of the Role:
The Programme Lead will provide strategic and operational leadership for the Holiday Activities and Food (HAF) Programme and the Warm Welcome Programmes. The postholder is responsible for ensuring high-quality delivery, strong partnership working, effective funding management, and measurable outcomes that meet contractual, organisational, and community needs.

Key Responsibilities:

Programme Leadership and Delivery

  • Lead the planning, delivery, and continuous improvement of the HAF and Warm Welcome programmes, ensuring they meet funder requirements, local authority expectations, and organisational objectives.
  • Oversee programme timelines, milestones, and outputs, ensuring delivery is on schedule and within approved budgets.
  • Ensure services are inclusive, accessible, and responsive to the needs of children, families, and communities.

Partnership Development and Stakeholder Engagement

  • Develop and maintain effective partnerships with local authority officers, voluntary and community sector organisations, schools, and other key stakeholders.
  • Act as the primary point of contact for funders and strategic partners in relation to assigned programmes.
  • Facilitate collaboration and information sharing across delivery partners to ensure consistency and quality.

Monitoring, Reporting, and Compliance

  • Ensure robust monitoring, evaluation, and reporting systems are in place to demonstrate impact, outcomes, and value for money.
  • Prepare accurate and timely reports for funders, senior management, and trustees as required.
  • Ensure full compliance with funding agreements, safeguarding requirements, health and safety standards, and organisational policies.

Financial and Resource Management

  • Manage programme budgets effectively, including forecasting, expenditure control, and financial reporting.
  • Ensure efficient use of resources and identify opportunities for sustainability and future funding.
  • Support commissioning, grant management, and contract oversight where required.

Staff and Volunteer Management

  • Line manages programme staff and support delivery partners, providing clear direction, supervision, and performance feedback.
  • Promote a culture of accountability, collaboration, and continuous improvement.
  • Identify training and development needs to support high-quality delivery.

Strategic Contribution

  • Contribute to organisational planning, learning, and development through insight, analysis, and recommendations arising from programme delivery.
  • Represent the organisation at relevant networks, forums, and meetings at a local and sub-regional level.
